Views on the matters in dispute between Governor Sir John Pope Hennessy and the General Officer Commanding at Hong Kong
With regard to the point in which it appears to Mr Childers that the Governor has misrepresented the Major General's conduct, and not himself been free from blame, Lord Kimberley does not think that any alteration of His Royal Highness' draft letter is called for, but His Lordship is of opinion that Sir J Pope Hennessy has shewn a great want of tact and discretion throughout this affair, and this opinion has been conveyed to the Governor in a confidential Despatch, copy of which is enclosed for Mr Childers' information.
With regard to the suggested amendment of the Regulations Lord Kimberley is disposed to think that on the whole they have hitherto worked...
